SCEIP Update
We are open for business! There has been tremendous support of Property Assessed Clean Energy (PACE) programs across the nation. New legislation is being introduced to protect PACE programs and a huge letter writing campaign aimed at the President, Vice President and many executives of the FHFA, Fannie Mae, and Freddie Mac is taking place. Copies of the bills and correspondence are available for review on our website.

SCEIP has a table in the center of Grace Pavilion at the Sonoma County Fair, staffed by knowledgeable members of the program, including Rod Dole, Program Administrator; José Obregon, Director of General Services; Liz Yager, Program Manager; John Haig, Energy & Sustainability Manager; and members of the SCEIP Steering Committee.
back to top Program Changes
SCEIP is one of the first programs of its kind in the Nation. We are constantly working to identify areas for improvement. The following changes are effective immediately:
Clarification of 110% Lien to Value guideline. The lien to value ratio, excluding the requested financing amount, cannot exceed 100%. (Sum of all liens / assessed or market value ≤ 100%.) In addition, the requested financing amount cannot exceed 10% of the property value. (Requested financing amount / assessed or market value ≤ 10%.) New Eligibility Calculator forms are available online.
PG&E Rebate forms now required with application. SCEIP cannot finance amounts that qualify for rebates. For items that qualify for a PG&E rebate, i.e., Hot water heaters, HVAC systems, etc., the PG&E rebate form must be included with the application and the rebate amount shown as deducted on the contractor’s bid.
PG&E Authorization forms now required when application is approved. In order to better report how well we’re reducing energy use, we need your authorization to determine the difference.
Title and Recording Fees required as your application proceeds through the process. In order to keep program costs down, we are now requiring a check for the title fee ($50/$125) when your application is approved. Additionally, the $66 recording fee will be required at the contract signing.
back to top Weekly Reports
The Sonoma County Energy Independence Program Weekly Reports are now available on the SCEIP website, Quick Links page. Information is updated by Tuesday morning of every week.
back to top Business Impact Survey for Contractors and Vendors
ATTENTION CONTRACTORS and VENDORS! We need your help to collect critical data in support of SCEIP financing as an option to Sonoma County residents.
The statement released on Tuesday, July 6th, 2010, by the FHFA regarding Fannie Mae and Freddie Mac, directly impacts the Sonoma County Energy Independence Program (SCEIP). We vigorously disagreed with these directives and are working with Members of Congress, similarly impacted jurisdictions and other interested parties to urge Fannie Mae, Freddie Mac and the Federal Home Finance Agency (“the regulators”) to modify their position.
We need your help collecting data on how this directive impacts your business and the workforce in Sonoma County. Please complete the SCEIP Business Impact Survey for Contractors and Vendors by using the on-line survey tool at this link:
SCEIP Business Impact Survey
The deadline to participate in this survey is Monday, August 9, 2010. We are committed to safeguarding and growing SCEIP and will continue our endeavors toward a positive resolution that will allow SCEIP to again offer financing to all segments of the community.
